Jeff Civins, Senior Counsel at Haynes Boone, has been practicing environmental law since 1975. He handles regulatory, transactional, and litigation work, and has been an adjunct professor at UT Texas Law for 35 years. Before his law career, he was a chemistry teacher.

LEIGH SEBASTIAN General Counsel, Lower Colorado River Authority
Leigh Sebastian, General Counsel at Lower Colorado River Authority, supports electric utility, water, and financial services. She manages a team of 15 in-house attorneys and outside counsel, overseeing legal, regulatory, litigation, and the Electric Reliability Council of Texas protocols for a diverse energy portfolio.
