The Texas General Land Office is seeking a Government Relations Specialist (Legislative Aide & Legislative Content Aide) within the Governmental Relations Department of the agency.

Performs complex (journey-level) legislative and consultative work, serving as a liaison between a state agency and governmental and legislative entities. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. Employees at this level may routinely assist others in performing work of greater complexity.

What Your Contributions to the GLO Will be:

Legislative Aide

Conduct research, analyze policies, monitor, and track legislation to communicate relevant information to agency management.

Monitor standing and interim committee schedules and agendas; communicates relevant information to agency management.

Prepare summaries of meetings and hearings.

Update the office’s correspondence management system with accurate contact information for officials.

Prepare briefing materials, including compiling and organizing information.

Legislative Content Aide

Coordinate and develop legislative communications and visual content by creating graphics, drafting talking points, and preparing briefing materials for hearings and meetings, ensuring legislative priorities and agency initiatives are communicated effectively.

Monitor and analyze legislative activity to prepare timely updates, visual summaries, and digital reports for internal leadership and external audiences.

Monitor standing and interim committee schedules and agendas; communicates relevant information to agency management. Update the office’s correspondence management system with accurate contact information for officials. Prepare briefing materials, including compiling and organizing information.

The Technical Advisor Position:

As a Technical Advisor at Novi, you’ll be part of our sales team. Your primary focuses will be on building and demonstrating technical solutions that leverage Novi products in response to prospective customer needs and ensuring existing clients maximize the value they receive from Novi’s subscription offerings. You will work directly with prospects and customers to help them solve complex business challenges. This position requires a dynamic individual who can collaborate effectively across customer and Novi teams, including customer success, engineering, and data science. Your ability to identify opportunities for product improvement and provide detailed feedback to the product management team will be vital in driving innovation. The ideal candidate will possess strong interpersonal skills, technical skills, excellent communication and writing abilities, a keen attention to detail, and the capability to meet deadlines while working independently to deepen client relationships and deliver meaningful value.

Responsibilities:

Technical Leadership & Model Development

  • Position and lead the development, optimization, and deployment of machine learning models for customers that utilize drilling, completions, production, and subsurface data while ensuring adherence to industry best practices and scientific rigor.
  • Drive technical excellence by validating model performance, implementing best-practice methodologies, and maintaining cutting-edge knowledge of unconventional oil & gas data analytics.
  • Interact directly with prospects and customers to understand issues raised by customers and facilitate with product management to prioritize to help win or maintain a customer.
  • Leverage Python coding to demonstrate to customers how they can build technical solutions using Novi’s APIs.

Knowledge Leadership & Prospect Education

  • Design and deliver high-impact learning programs, including technical workshops and product deep-dives, to maximize client platform utilization and value realization.
  • Maintain expertise in emerging technologies and industry trends, positioning yourself as a thought leader in oil & gas data analytics.
  • Create and implement best practices for model development, validation, and deployment across client organizations.

Requirements:

  • Bachelor’s Degree in a relevant technical field (e.g., Petroleum Engineering, Geoscience, Data Science, Statistics, Computer Science, or related discipline).
  • Minimum of 2 years of experience in Unconventional Resources as one of the following: Reservoir, Production, Completions,  Geoscience, or related.
  • Proficiency with Python and SQL coding for data manipulation, creating visual charts and graphs, and statistical analysis.
  • Demonstrated  Oil & Gas data analytics expertise, including building analytical datasets and machine learning models.
  • Advanced proficiency in manipulating and joining large data files (e.g., combining public & proprietary datasets, summarizing & extracting relevant values from time-series production data).
  • Knowledge of third-party data source systems (such as Novi, IHS, DrillingInfo/Enverus, etc.).
  • Hands-on experience using standard oil & gas software (such as Novi, Spotfire, ARIES, ArcGIS) and preparing data for ingestion in industry-specific applications.
  • Excellent written and verbal communication skills, with the ability to explain complex technical concepts to diverse audiences.
  • Strong organizational skills with the ability to balance multiple projects simultaneously, prioritize tasks, and work independently.
  • Strong problem-solving skills and attention to detail, particularly when working with large datasets.
